Reaticle is a bonus evolution. He's available whenever, but, like eevee, he needs to be level'd near the Icy Rock that now must be present in every game.

He's meant to be a balanced Pokemon, his types keeping each other in check. The only other way the massive energies unleashed from a Critorge can be utilized, without either being contained within a melting core, or being unleashed from the husk of his old form.

...so somehow this is fusion I guess, whatever, that's crazy science
